The City of Pass Christian, Mississippi, will receive electronic or sealed bids for the construction of the:

City of Pass Christian East Small Craft Harbor

Hurricane Ida Repairs - Phase II

at the Office of the City Clerk, City Hall, 200 West Scenic Drive, Pass Christian, Mississippi, during normal office hours at any time prior to the designated bid date, but not later than 3:30 p.m. on the date of the bid opening. Bids will be publicly opened and read aloud at a regular meeting of the Board of Aldermen at 6:00 P.M., June 17, 2025. The meeting will be held in the Board Room at the City Hall Complex located at 200 West Scenic Drive.

All bids must be addressed to the City of Pass Christian marked “SEALED BID TO BE OPENED AT 6:00 P.M., 17th DAY, JUNE, 2025”, and specify the name of the bid item. If a bid is submitted by mail, the address of City of Pass Christian is “200 West Scenic Drive, Pass Christian, MS 39571”. If a bid is hand delivered, the street address is the same as the mailing address.

When bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronic bids shall include a document representing the cover of the envelope containing the aforementioned criteria.

The proposed project includes bid documents for the design and construction of the repairs to the East Small Craft Harbor from damage caused by Hurricane Ida. The work involves furnishing of materials, equipment, labor, and incidentals necessary to perform services including but not limited to: selective demolition and removal and replacement of designated concrete utility chase panels on the concrete commercial and pleasure-craft piers; removal and replacement of damaged vacuum sewer piping and fit- tings; replacement of electrical conduit and SS Unistrut supports in the utility chase for designated piers; reconstruction of one (1), wood finger pier; concrete repairs to the bridge decking and utility chase panels on the Seafood Processor’s Access Bridge with selective removal and replacement of concrete panels; and repair of two of the support piles beneath the Seafood Processor’s Access Bridge. Alternate bid items are included for the in-kind replacement of concrete panels in the utility chase on the piers and an option for replacing the concrete panels with Fiberglass Reinforced Polymer (FRP) grating. Non-Participating items of work (i.e., Non-FEMA) are limited to the repairs to the Seafood Processor’s Access Bridge.

Contract Documents, including Drawings and Technical Specifications, are on file at the Office of City Clerk, at City Hall, Pass Christian, Mississippi. Plans and Specifications are being made available via hard copy or digital download. Plan Holders are required to log-in or register for an account to view or order bid documents at www.ccellcplans.us. Bid documents are non-refundable and must be purchased through the website. No contract documents (hard copies or electronic copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiving bids.

All regulations pertaining to federally funded projects apply. Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. All bidders must make positive efforts to use small and minority owned business and women business enterprises.

Sealed paper bids may be submitted to the City of Pass Christian, 200 West Scenic Drive, Pass Christian, MS.

A certified check or bank draft payable to the order of City of Pass Christian, Mississippi, negotiable U.S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety licensed under the laws of the State of Mississippi, in an amount equal to five percent (5%) of the total bid for “City of Pass Christian, East Small Craft Harbor, Hurricane Ida Repairs, shall be submitted with each bid.

The Bidder must indicate his Certificate of Responsibility Number on outside of sealed proposal as required by Mississippi Law. For the purposes of submitting a bid, the Bidder shall possess a current commercial contractor’s license from the Mississippi State Board of Contractors. The license shall be in the correct classification of licensure that will allow the perspective bidder to perform the work described in the bid documents.

The City of Pass Christian, Mississippi, reserves the right to consider the following relevant factors in addition to the contract price in determining the lowest and best bid: bidder's skill and business judgment, his experience and his facilities for carrying out the contract, his previous conduct under other contracts and the quality of previous work, as well as his pecuniary ability, honesty, and integrity. The City also re- serves the right to reject any or all bids or to waive any informalities in the bidding.

Certified payroll submittals as required by the Davis-Bacon Act will be required as part of this project. Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed, state law requires a non-resident bidder to at- tach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

Bids may be held by the City of Pass Christian, Mississippi, for a period not to exceed one hundred twenty (120) calendar days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
