Sealed bids will be received for CANAL 1 CHANNEL IMPROVEMENTS project by the Long Beach Water Management District at the office of Dukes, Dukes, Keating & Faneca, P.A. located at 2909 13th Street, 6th Floor, Post Office Drawer W, Gulfport, MS 39501, either by mail or hand delivery, until 10:00 A.M., Local Time, on August 25, 2023. Promptly thereafter, the bids will be publicly opened and read aloud.

Scope of Work: the project includes, but is not limited to, the widening of the earth-lined channel template of Canal 1 to a bottom width of 20-40 feet with 2:1 side slopes along the 4 miles of canal between Commission Road and Espy Avenue in Long Beach, MS.

Bids may be submitted via sealed envelope or electronically to sarah@ccellc.us until the time specified. Bids received after the specified time will be returned unopened. Bids submitted by sealed envelope must be labeled for:

CANAL 1 CHANNEL IMPROVEMENTS

All questions regarding this Advertisement for Bids must be submitted in writing to Sarah McLellan, P.E. via email at sarah@ccellc.us or by mail to 2300 14th St, Gulfport, MS 39501 and must be received by the end of business 5:00 p.m. CST, August 10, 2023. Questions submitted after this date will not be considered. Bidders shall provide an email address or fax number to direct the consolidated “question and answer” document. Answers will be provided in writing and transmitted via email or fax to all prospective bidders who are known to have requested and received a copy of the bid package. Only answers transmitted in this manner will be considered official and valid. No negotiations, decisions, or actions shall be initiated by any bidder as a result of any verbal discussion.

The Owner reserves the right to waive any informality or to reject any or all bids. The award is based on the lowest and best bid submitted.

Each bidder must deposit his bid security in the amount, form, and subject to the conditions provided in the Information for Bidders.

For bids exceeding $50,000.00, Bidder must indicate his Certificate of Responsibility Number on the outside of sealed proposal as required by Mississippi Law. Effective July 1, 2010; Per MS Code 31-3-21(3); any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law pertaining to such state’s treatment of nonresident contractors, shall be rejected and not considered for award. If no such law exists in the nonresident contractor’s state, then the non-resident contractor may provide a statement to that effect.

No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof.
